Vikki Goodwin’s Abortion Record

If you want a Pro-Life Texas lieutenant governor, Vikki Goodwin is NOT the candidate to vote for.

Goodwin has served in the Texas House of Representatives since 2019 and is now running for Texas lieutenant governor. During her time in office, she has voted against several bills protecting babies in the womb, opposed efforts to increase funding for programs serving pregnant women and families, and authored policies that could expand abortion.

Lieutenant Governor Dan Patrick, on the other hand, has consistently supported Pro-Life legislation to protect babies and defend the Right to Life in Texas.

A vote for Dan Patrick means standing with the Pro-Life values Goodwin’s history fails to reflect.

Take a look at Vikki Goodwin’s record:

❌ Voted against saving babies from abortion

In 2021, Goodwin voted against the Texas Heartbeat Act (Senate Bill 8). She also voted against two Pro-Life changes to the bill.

The Texas Heartbeat Act restricts abortions after a heartbeat can be detected in a precious baby in the womb.

That same year, Goodwin voted against the Human Life Protection Act (Senate Bill 1280), the law that banned abortion following the U.S. Supreme Court’s overturning of Roe.

In 2025, Goodwin authored a bill (House Bill 2251) that would have allowed abortions in several circumstances, including when a baby in the womb was diagnosed with a life-threatening disability, in cases of selective reduction during multiple pregnancies, or when the child was conceived through sexual assault.

She also authored House Joint Resolution 33, which proposed a state constitutional amendment guaranteeing a right to “personal reproductive autonomy,” a right that would legalize abortion.

❌ Opposed funding to help pregnant women

Texas has programs that provide funding to pregnancy centers, adoption agencies, and maternity homes that offer services to pregnant women and families.

In 2019, Goodwin voted against two budget amendments that would have increased funding for the Alternatives to Abortion program by $52 million.

In 2021, she voted for an amendment that would have cut $20 million from the program and against an amendment that would have restored that funding.

In 2023, Goodwin voted against two amendments that would have increased funding for the Alternatives to Abortion program by $80 million and $25 million, respectively.

In 2025, she voted against two budget amendments that would have increased funding for the Thriving Texas Families program.

Through these decisions, Goodwin is showing that she is not willing to help Texas families, mothers, and babies in need.

❌ Opposed restrictions on taxpayer-funded abortion travel

In 2019, Goodwin supported amendments to weaken the No Taxpayer Funding for Abortion Act (Senate Bill 22). She also proposed changes to weaken the bill and entered her opposition to its final passage.

In 2025, Goodwin voted against the Stop Tax-Funded Abortion Travel Act (Senate Bill 33).

The law stops local governments from using taxpayer money to help women get abortions out of state or fund abortion groups.

❌ Refused to vote yes to care for babies who survive abortions

In 2019, Goodwin voted “Present, Not Voting” on the Born-Alive Infant Protection Act (House Bill 16).

The bill would have required medical care for babies who survive abortion attempts, giving these vulnerable infants a chance to live. Yet Goodwin refused to take an official stand on legislation that could mean the difference between life and death for a baby fighting to survive after a failed abortion.

A “Present, Not Voting” designation means she was there but did not vote yes or no on the bill.

❌ Supported efforts to weaken protections for patients

In 2019, Goodwin opposed an amendment to protect patients from being forced off life-sustaining treatment.

In 2025, she voted for three amendments to a Pro-Life bill; those changes could have weakened rules requiring referrals for babies diagnosed with life-limiting conditions. She later voted against the bill altogether.

❌ Voted against policies addressing abortion pills

In 2021, Goodwin supported amendments to weaken a policy establishing protections concerning abortion pills (Senate Bill 4). She then voted against the bill’s final passage.

In 2025, Goodwin voted against the Woman and Child Protection Act (House Bill 7), a law establishing civil actions against people who traffic abortion-inducing drugs into Texas.

❌ Supported a bill requiring emergency contraception despite conscience objections

In 2025, Goodwin voted for a bill Texas Right to Life opposed because it would require emergency contraception for sexual assault survivors regardless of a medical provider’s conscientious objection.

Other votes and legislative actions

Goodwin’s record also includes the following actions:

  • 2023: Authored legislation related to abortion policies, access to IVF, and a proposed constitutional right to abortion, which were penalized on the Pro-Life scorecard.
  • 2023: Voted to extend Medicaid coverage for new mothers, but the bill did not include the Pro-Life protections required by the scorecard.
  • 2025: Voted against a bill that sought to ensure pregnancy center, maternity home, and adoption agency funding went only to Pro-Life providers.
  • 2025: Did not coauthor the Woman and Child Protection Act (House Bill 5510), to protect mothers and babies from deadly abortion pills.

Goodwin’s record includes votes against Pro-Life laws, opposition to funding that helps pregnant women and families, and bills she authored that could expand abortion.

She has made her stance clear: Babies in the womb do not have her vote.
