James Talarico has served in the Texas House of Representatives since 2019. During his time in office, he has repeatedly voted against efforts to save babies, support pregnant women, and stop taxpayer dollars from being used for abortion.
He has also carried bills that would have enshrined abortion in the state constitution.
Take a look at Talarico’s record:
❌ Refused to vote yes to care for babies who survive abortions
In 2019, Talarico refused to vote for a bill ensuring babies who survive an attempted abortion receive medical care instead of being left to die (HB 16, the Born-Alive Infant Protection Act).
He voted “Present, Not Voting” twice. That means he was there and chose not to vote yes.
❌ Opposed efforts to stop taxpayer dollars from funding abortion
In 2019 and 2025, Talarico’s actions would have given your tax dollars to abortion groups.
He voted for amendments to weaken the No Taxpayer Funding for Abortion Act in 2019 (Senate Bill 22). He also entered his opposition to the final passage of the bill into the House Journal.
In 2025, Talarico voted against legislation designed to stop local governments from using taxpayer dollars to send women out of state for abortions (Senate Bill 33). This came after cities including Austin and San Antonio dedicated taxpayer money to abortion groups. Talarico also supported amendments that would have weakened the legislation.
❌ Tried to put abortion in the Texas Constitution and voted against saving babies
In 2021, Talarico voted against the Texas Heartbeat Act, which protects babies from abortion after a heartbeat can be detected. He voted against two Pro-Life amendments to the bill and then voted against the bill itself on both major votes.
In 2023, Talarico authored a bill that would have repealed several Texas laws that protect babies from abortion, including:
- Texas’ pre-Roe abortion law
- The Texas Heartbeat Act
- Texas’ law prohibiting abortion after Roe v. Wade was overturned
His proposal would have wiped away these protections and reopened the door to more abortions in Texas.
In 2025, Talarico authored another bill that would have repealed Texas laws protecting women and babies from abortion.
That same year, he also authored a proposed constitutional amendment that would have created a “right” to abortion in Texas.
❌ Voted against helping pregnant women and new parents
Texas has a program that helps pregnant women choose Life. The state Legislature awards funding to pregnancy centers, adoption agencies, and maternity homes to give new parents things like counseling, parenting classes, and material assistance.
Talarico repeatedly voted against increasing funding for these services.
His record includes seven votes against increasing funding for programs that help pregnant women and families:
- 2019: Voted against amendments that would have added $52 million to the Alternatives to Abortion program.
- 2021: Voted for an amendment that would have cut $20 million from the program and against an amendment that would have restored $20 million.
- 2023: Voted against an $80 million increase for the program.
- 2023: Voted against another $25 million increase.
- 2025: Voted against two amendments that would have increased funding for the Thriving Texas Families program.
❌ Asked President Biden to allow abortions in Texas’ national parks
In 2022, Talarico sent a letter to President Joe Biden asking for abortions to be allowed in national parks, since the land is owned by the federal government and can supersede state laws.
Imagine passing an abortion clinic as you wind through Big Bend. That’s Talarico’s goal.
❌ Other anti-Life votes:
- Opposed an amendment protecting hospital patients from forced removal of life-sustaining treatment (HB 1504, 2019)
- Voted against saving babies from abortion pills (SB 4, 2nd Called Session, 2021; and HB 7, 2nd Called Session, 2025)
- Voted to give Medicaid funds to women for post-abortive care (HB 12, 2023)
- Supported a bill that would have forced Christian nurses and doctors to give abortion-inducing drugs to sexual assault survivors (HB 220, Regular Session, 2025)
- Voted against a bill that requires doctors to tell parents about medical and emotional resources when their unborn baby is diagnosed with a serious illness (HB 1233, 2025).
Talarico’s Pro-Life scorecard remained near zero throughout his time in the Texas House:
The bottom line: Talarico’s votes would kill unborn babies and make it harder for women to choose Life.
Texans deserve to know exactly what their elected officials have done.
James Talarico’s record is clear: when given opportunities to save babies, help mothers, and stop taxpayer dollars from supporting abortion, he repeatedly chose the other side.
